years- Panagora Group is a social enterprise that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity and the USAID/Colombia Monitoring, Evaluation and Learning Short-term Activity (MELSA).- Panagora seeks a Contracts Manager for an upcoming five-year Monitoring, Evaluation, and Learning Follow-on Activity funded by the United States Agency for International Development (USAID).

Panagora anticipates the new activity will provide technical and advisory services to USAID in the following components:
(1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaborating, Learning, and Adapting (CLA).

This long-term position will be based in Bogota, Colombia and is expected to start in mid-2024. This position is open to Colombian nationals.

  • The Contracts Manager will work closely with local subcontractors/partners and project technical teams to lead subcontract design, competition, and award management, including monitoring subcontractor technical and financial reporting. The Contracts Manager will be responsible for ensuring compliance with Colombian government and United States government (USG) rules and regulations and Panagora policies and procedures.
The Contracts Manager will report to the Deputy Chief of Party (DCOP).

The position will be based in Bogota, Colombia with some travel possible, and is contingent upon award of the new activity contract to Panagora.


Duties and Responsibilities

  • Manage, oversee, and administer a robust portfolio of subcontracts including design, competition, and award management.
  • Ensure eligibility and audit required documentation and strict compliance with Colombian government, and USG rules and regulations and Panagora corporate policies and procedures.
  • Establish systems for efficient management of subcontractor activities.
  • Support and mentor subcontractors including strengthening their capacities as USAID partners.
  • Lead subcontract negotiations under the direction of activity leadership.
  • Execute subcontract modifications, in coordination with technical teams and leadership.
  • Oversee the timely execution of all subcontract activities in accordance with technical parameters and budget assigned.
  • Effectively maintain subcontract filing and documentation to ensure compliance with Colombian government, U.S. government rules and regulations, and Panagora policies and procedures.
  • Collaborate closely with technical and administrative teams to generate a clear understanding of procedures for timely contract award and implementation, and trouble shoot challenges in a timely fashion.
  • Participate in strategic planning meetings with project technical teams and leadership for the timely execution of activities.
  • Closely track subcontract budget execution with subcontract partners and technical teams.
  • Diligently review expenditures executed under subcontracts for eligibility, allocability, and reasonableness.
  • Prepare required subcontractrelated inputs to quarterly and annual progress reports, the annual work plan, and other required deliverables.

Perform other duties or responsibilities assigned by supervisor, senior management, or the Panagora home office that are consistent with qualifications, terms of reference, and other general project requirements.

  • Panagora busca un Gerente de Contratos para la próxima Actividad de Monitoreo, Evaluación y Aprendizaje de la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID) de cinco años de duración.
Panagora anticipa que la nueva Actividad MEL, proporcionará servicios técnicos y de asesoría a USAID en los siguientes componentes:
(1) Monitoreo; (2) Evaluaciones de desempeño e impacto; (3) Investigaciones, estudios y análisis de datos; (4) Servicios de información geográfica (SIG) y (5) Actividades de Colaboración, Aprendizaje y Adaptación (CLA por sus siglas en inglés).

Esta posición de tiempo completo tendrá sede en Bogotá, Colombia y se espera que comience a mediados de 2024. Este puesto está abierto a nacionales colombianos.
