This position is located in the Regional Office for the Andean Region and the Southern Cone (ROCOL) with duty station in Bogotá (Colombia), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Colombia.

The Programme Officer (PROJUST Area, Vulnerable Populations) will work under the overall guidance of the UNODC Representative and the direct supervision of the Programme Coordinator of the Crime Prevention and Justice Programme (PROJUST).


Responsibilities:

The focus of this job is to analyze political, social and economic trends and to provide substantive support to the formulation, management and evaluation of programme activities within the Pilar of Vulnerable populations of PROJUST, ensuring that they are properly implemented as well as guaranteeing UNODC ́s core principles of transparency, efficiency and quality in general:
Within limits of assigned authority, the Programme Officer (PROJUST Area, Vulnerable Populations) will perform the following specific duties:

  • Provide expert input and advise to and monitor the implementation of activities and their effectiveness, i.e. the project strategy, management arrangements, deliverables, etc.
  • Coordinate the managing of human and financial resources of the programme, ensure effective utilization, supervision and development of staff.
  • Measure the effect of the activities that have been undertaken, and their progress towards achieving the project purpose and monitoring progress towards impact.
  • Provide support to the evaluation of programme effectiveness, benchmark results and manage knowledge management for continuous improvement of PROJUST strategies in juvenile delinquency prevention.
  • Identify learning and training opportunities for staff and partners in relation to crime prevention, differential approaches and justice systems.
  • Manage programmatic/administrative tasks necessary for the functioning of the programme/projects and teams, including preparation of budgets, performance parameters and indicators, policy and operational objectives, budget and programme performance reports, preparation of inputs for resultsbased budgeting, etc.; ensure preparation of related documents/reports (work programme, programme budget, etc.) in a timely and efficient manner.
  • Contribute to the development of a resource mobilization strategy and build partnerships that promote longterm involvement and financial, inkind support and resources by donors, public and private sector donors to support the Pilar.
  • Provide substantive support to the design and management of the strategic planning of the Pillar to develop innovative strategies for crime prevention and gender mainstreaming in the country's justice systems.
  • Contribute to the development of systems for monitoring, followup and evaluation of projects to increase the impact of programmes. Keep abreast of best practices and new policies in the Pillar themes.
  • Support, organize and participate in advocacy meetings, roundtables, training workshops and other meetings
  • Liaise on substantive issues with counterparts, both in the city of Bogota and in the suboffices, and with officials of other organizations and specialized agencies.
  • Perform other workrelated duties, as required.

Education

An advanced university degree (Master's degree or equivalent) in social science, law, criminology and/or victimology or related field is required.
