Result of Service

Output 1: Methodological document showing the process for the characterization and gathering of data, which allows the resolution of the objectives set out in the project. The above from a perspective of analysis of the infrastructure and public services components.

The document should include:

Inputs and references to be applied.
Development of methodologies for data and information collection.
Structuring and formulation times for the required technical studies.

One (1) month from the start of activities.

Output 2. Technical document with analysis and characterization of the general infrastructure and utilities intervened through the Integral Urban Revitalization Plans, detailing the objectives achieved in the implementation of the programs.

The document should include:

Analysis of the general infrastructure and utilities intervened through the Integral Plans for Urban Revitalization.
Analysis of the pre-existing conditions in terms of public services infrastructure and its development in the territories where the PIRs have been implemented.
Analysis of the existing deficiencies and problems related to the utilities and sanitary in-frastructure components in the territories covered by the project.
Analysis of the resources executed by the District Administration for the implementation of sanitation infrastructure and utilities through the PIRs.
Analysis of the current situation in terms of sanitation infrastructure and utilities in the neighborhoods and areas covered by the PIRs.
Analysis of sustainability and efficiency components in relation to existing public utili-ties.

Four (4) months from the start of activities.

Output 3. Document with methodological guidelines and technical aspects for an adequate implementation of essential infrastructures and public utilities through the Integral Urban Revitalization Plans.

The document should include:

Elaboration of technical recommendations and guidelines for an adequate and effective implementation of essential infrastructures in the territories covered by the project.
Elaboration of technical guidelines to solve existing problems and shortcomings in the implementation of utilities infrastructures through the PIRs.
Guidelines for the strengthening of the District's technical capacities regarding the im-plementation and construction of sanitary infrastructures.
Implementation of a methodological roadmap that allows an adequate intervention of the existing infrastructures.
Development of guidelines and methodologies that allow the agile and effective devel-opment of the PIRs from the utilities components in other areas of the city.
Development of guidelines from the financial and chronological components that allow for greater consolidation and promotion of utilities through the PIRs.
Incorporation of sustainability guidelines according to the New Urban Agenda and the Sustainable Development Goals.

Responsibilities:

a.) Information and validation:

The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle.

b.) Development:

Review and analysis of the information available at the District Secretariat of Habitat and other agencies regarding the implementation and improvement of essential infrastructure and utilities through the Integral Urban Revitalization Plans.
Carry out the different studies and analyses required at expert level to achieve the objectives set out in the project.
Analysis of the various interventions related to utilities infrastructures developed through the PIR.
Detailed analysis of the territories and areas covered by the project.
Analysis of the methodologies and processes applied so far by the District Secretariat of Habitat in the development of the PIRs.
Development of guidelines and conclusions that allow for the promotion and better implementation of the PIRs.
Development of innovative financing mechanisms that allow for institutional strengthening from an infrastructure and utilities perspective.
Collaboration with the other members of the team for an adequate articulation of the different results and components that make up the project.
Provide highlevel technical support when required, both by the counterpart and other members of the technical team.
Elaboration of a synthesis where the results obtained from the developed analyses are condescended.
Carry out those activities assigned by the HUB Coordination that correspond directly to the consultant's profile.
Attend meetings, workshops and relevant spaces where their participation is required.
Accompaniment in the coordination and consultation with the corresponding entities.
