monitoring and evaluation services in the international development industry and currently runs USAID Colombia Monitoring Evaluation and Learning MEL Activity The MEL activity provides technical and advisory services to USAID in the following areas 1 Monitoring 2 Performance and impact assessments 3 research assessments and data analysis 4 Geographic Information Services GIS and 5 Collaborative Learning and Adaptation tasks CLA br br br Under Component 3 we develop research processes aimed at generating evidence to examine country or sector contexts to inform USAID project activities We use mixed research methods to support USAID Colombia to 1 solve problems in the design or implementation of activities and intervention models 2 consider scientifically valid and reliable evidence to make decisions 3 support and complement the tasks of monitoring evaluation and learning and 4 generate changes in the mechanisms to improve outcomes within changing contexts br br br Under the framework of the third component MEL will develop two studies The first one seeks to document the adaptation capacity of the different USAID offices and missions in the current situation of COVID 19 the second one will identify the long term effects and implications that COVID 19 would have on the agenda that USAID will carry out in Colombia in the next years Considering the work plan and the array of issues to be addressed it is necessary to hire a consultant The consultant s work will support the development of the analysis of the effects of COVID 19 on issues of particular interest The consultant under the supervision of the leader of the research component will carry out the analysis of the effects of COVID 19 on the community and the social fabric in certain prioritized geographical areas To this end he or she will conduct an analysis of the policies of assistance and reparation for victims reintegration and reincorporation of persons belonging to armed groups and processes of resilience and peace building community reconciliation The analysis will consider possible policy implications USAID interventions investment resources and regional contexts br br br Activities br br br Review the Scope of Work for the assessment progress and work guidelines external communication report formats and writing br br Develop the work plan and schedule of the study and present it for approval to the MEL activity technical team br br Identify sources of primary and secondary information for the issues of assistance and reparation for victims reintegration reconciliation and community resilience br br Participate in meetings with USAID Colombia and the MEL Activity technical team br br Identify and analyze the main challenges of policies plans programs and the execution of resources at the national level and outlining the effects of COVID 19 on the community for assistance and reparation of victims reintegration reconciliation and community resilience In accordance with the policies and stakeholders outlined in the new USAID Country Development Cooperation Strategy with Colombia focus on Development Objective 1 as well as the results framework indicators br br Design the instrument for collecting primary information semi structured interview apply the interview to at least five key stakeholders and analyze the information obtained in the interviews br br Analyze the perspectives of implementation in the territories relating to the policies of assistance and reparation to victims reintegration peace building reconciliation and community resilience br br Analyze the effects of COVID 19 on reintegration reconciliation and community resilience and establish possible implications for USAID s CDCS results framework br br Develop a preliminary report on the effects of COVID 19 on reintegration reconciliation and community resilience and its implications for the CDCS br br Develop and recommend graphs tables or maps for visualization of results for various specialized and non specialized audiences br br Prepare progress reports to the component leader and research leader on the identified findings conclusions and recommendations br br Prepare presentations for various specialized and non specialized audiences br br Prepare a final report that synthesizes the methodology used the findings conclusions and recommendations br br br Requirements br br Requirements br br br Professional in sociology psychology or political science with a master s degree in related areas such as peace building or conflict resolution br br Seven 7 years of work experience in community work with rural communities in the Territorially focused Development Program PDET zones designated by the Colombian government br br Previous experience with USAID or USAID implementing partners br br Work experience in field work br br Outstanding performance in writing research papers or institutional documents verifiable with at least one published article or document on consulting topics br br Fluency in the English language spoken and written
