The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services:

designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.- USAID/Colombia requested MELSA to refresh the Digital Ecosystem Country Assessment (DECA) to provide further evidence and insights for understanding Colombia's digital ecosystem.

The Assessment will analyze the recent changes in the digital ecosystem in Colombia, considering the recommendations of the previous DECA.

The Assessment requires using quantitative and qualitative methodologies to collect and analyze the information.

MELSA requires hiring an expert to advise and lead the methodological design, fieldwork development, quantitative and qualitative data collection, and findings analysis.

This position will support the team lead responsible for the quality of the final products presented to MELSA and USAID/Colombia to achieve the following Assessment Purposes:

Update DECA recommendations to reflect Colombia's policy changes and align with USAID and national government goals while identifying new opportunities and challenges for USAID/Colombia's CDCS.
Diagnosis and recommendation on how socioeconomic changes, environmental factors, and the end of the COVID19 pandemic have affected DECA's results and execution. It involves assessing new challenges or opportunities and the impact of funds dedicated to environmental concerns on DECA's performance and viability.
Determine the effects of CDCS updates on DECA recommendations and digital programs in Colombia to align them with new priorities and strategies.

Responsibilities:

Lead the planning of each assessment stage, providing a detailed list of activities, required inputs, and a comprehensive schedule.
Oversee the methodological design of the Assessment, including the framework for preliminary results, theory of change analysis, and the construction of indicators for the baseline design.
Guide desk research, work with the team to conduct desk research, and lead the identification of key themes and knowledge gaps.
Gather secondary sources of pertinent information.
Analysis of the secondary information.
Provide guidance and input on interview guides.
Lead postinterview synthesis session to identify trends.
Manage deliverables and reporting, encompassing data, reports, and presentations.
Support the Team Leader in drafting reports and presentations for USAID/Colombia, emphasizing environmental findings and recommendations.

USAID/Colombia ha solicitado a MELSA realizar una actualización del Diagnóstico del Ecosistema Digital del País (DECA) para proporcionar más evidencia y comprensión de su estado actual. La investigación analizará los cambios recientes en el ecosistema digital de Colombia, teniendo en cuenta las recomendaciones de la DECA anterior. Para su desarrollo se requerirá el uso de metodologías cuantitativas y cualitativas para recopilar y analizar la información necesaria.

MELSA requiere contratar un experto para asesorar y liderar el diseño metodológico, el desarrollo del trabajo de campo, la recolección de datos cuantitativos y cualitativos, y el análisis de los resultados.

Este consultor apoyará el trabajo del líder del equipo que será responsable de la calidad de los productos finales presentados a MELSA y USAID/Colombia para lograr los siguientes objetivos de la investigación:

Actualizar las recomendaciones de DECA para reflejar los cambios de políticas en Colombia y alinearse con los objetivos de USAID y el gobierno nacional, identificando nuevas oportunidades y desafíos para el CDCS de USAID/Colombia.
Diagnosticar y recomendar sobre cómo los cambios socioeconómicos, los factores ambientales y el fin de la pandemia de COVID19 han afectado los resultados y la ejecución de DECA vigente. Esto implica e
