This position is located in the United Nations Verification Mission in Colombia (UNVMC), Cross Cutting Issues Team. The incumbent will report to the Programme Management Officer (Ethnic Affairs Adviser).


Responsibilities:

Within delegated authority, under the direct supervision of the Programme Management Officer (Ethnic Affairs Adviser).

the Associate Liaison Officer will be responsible for the following duties:


  • Gathers, selects and analyses information contained in communications and publications received from different sources, including, the ethnic organizations the press and social media focus in ethnic affairs in general and in specific about ethnic chapter of Peace Agreement.
  • Maintains uptodate knowledge of events relating to ethnic affairs, political issues, in general, and in particular the Ethnic Chapter of Peace Agreement.
  • Keeps abreast of latest trends and developments in the area of ethnic affairs and provides inputs on issues to senior officials and colleagues.
  • Monitors national and regional level political developments and provides information, analysis and recommendations on ethnic affairs related issues.
  • Maintains contacts with ethic organizations, other sectors of the UN, other national and international organizations and governments on coordination, civil society, and policy matters.
  • Monitors actions taken by intergovernmental groups, UN organizations, government and nongovernmental organizations. indicators and implementation of ethnic chapter
  • Selects, classifies and stores in computerized databases information relating to indicators and implementation of ethnic chapter.
  • Participates in factfinding and other missions to countries within assigned area of responsibility.
  • Ensures that all UNVMC policies are applied and followed thoroughly across all processes, including adherence to UNVMC code of conduct and ethics, and integrates a gendersensitive approach in all functions.
  • Performs other related duties as required.

Education

Advanced university degree (Master's degree or equivalent) in Social Sciences, Political Science, Management or Development, or a related field is required.

A first level university degree with a combination of two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification
Professional training in the areas of in indigenous peoples' rights or human rights is desirable.

Work Experience

A minimum of two (2) years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Experience in Latin America issues is required.

Experience working on political affairs with ethnic peoples is desirable.

Experience in data collection and analysis is desirable.

A minimum of two (2) years of experience working in support of the Colombian Peace Agreement is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Spanish (both oral and written) is required.


NOTE:

Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas.

Special Notice

  • As per the Staff Rule 4.4 if a serving staff member in the General Service (GS) or National Professional Officer (NPO) category applies and gets selected for a temporary job opening in another duty station, the GS or NPO staff member would have to be separated and reappointed on a temporary appointment since a lien cannot be maintained on their parent position. The expenses related to the movement of a GS or NPO are not covered by the Organization.
  • Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified a
