    Scope of Work:

    The "Regional Needs Assessment, Analyst & Writer" Consultant aims to support the IRC's regional team in LATAM in creating a cohesive report with a regional thread of Needs Analysis (NA) to inform the proposal that will be submitted to the European Civil Protection and Humanitarian Aid Operations (ECHO) in response to their annual Humanitarian Implementation Plan (HIP) for 2024 in six Latin American countries. This consultancy will analyze existing data from current IRC projects in these six countries, complementary mixed data surveys collected during October and November 2023, as well as other secondary and tertiary sources, which will be synthesized into a high-quality report to be presented to the donor as part of the ECHO HIP 2024 process.

    The final NA Report will answer effectively and sufficiently, with the available data, the following NA questions:

  • What is the demographic profile of the target population we should address in this project? Profile: gender/sex, age groups, disabilities, legal/migratory status, vulnerable populations or those with special needs (children, disabilities, pregnant/lactating individuals, LGBTQ+, etc.).
  • Mapping of actors in the localities: international NGOs, local NGOs, civil society organizations, government institutions, etc.
  • What are the priority needs of the populations on the move?
  • What are the main barriers that people on the move face in accessing humanitarian assistance and social services?
  • What are the greatest risks for people on the move in these countries?
  • What are the most common coping mechanisms used by the population to mitigate or respond to these risks?
  • What are the major contextual changes, including security and humanitarian access, that have occurred in these countries for populations on the move in the past year?
  • What are the major gaps in the humanitarian response for populations on the move in these countries?
  • What lessons have we learned after implementing projects funded by ECHO for several years, especially in terms of coordination and partnerships with local partners?
  • Qualifications

    Deliverables:

  • Work plan containing objectives and deliverables, as well as an activity schedule.
  • Mixed analysis plan (quantitative and qualitative) based on the questions to be answered as part of the NA and with the available data
  • Presentation of mixed data analysis in response to NA questions
  • Preliminary report presentation
  • Final report presentation
  • Requirements:

  • Education: University degree in Social Sciences, Humanitarian Assistance, Social Work, or similar.
  • At least 5 years of experience working in the Humanitarian/International Development industry.
  • Proven analytical and report-writing skills.
  • Proven understanding of the humanitarian situation of people in the move in LATAM
  • Computer technical skills: MS Office.
  • Language: Bilingual (Spanish/English)
  • Preferred: proven experience working with quantitative and qualitative data analysis software (SPSS, R, MAXQDA, etc.)
