Objective.


The objective of the consultancy is to assist the planning and strategic management of the Office and will accompany the implementation of UNEP activities in Colombia such as the Cooperation Framework, under the direction and supervision of the head of the Office of the United Nations Environment Programme in Colombia.


Responsibilities:

Responsibilities and activities to be performed by the consultant will include, but are not limited to:
Strategic Management

  • Support the generation of a country strategy for the UNEP office in Colombia in accordance with the guidelines established by the head of office for Colombia and in accordance with the country's environmental priorities and the UNEP Medium Term Strategy.
  • Accompany and advise the effective implementation of the country strategy generated for Colombia.
  • Support the permanent relationship and dialogue of the UNEP office in Colombia with the entities and strategic actors of the national order in the environmental field, both governmental and nongovernmental, including NGOs, academia and the private sector.
  • Advise and accompany the head of the country office in the dialogue with the national government and other highlevel instances in environmental matters.
  • Contribute to the effective integration of the UNEP country strategy in the Cooperation Framework of the United Nations System with the national government, positioning environmental issues, through the Office of the Resident Coordinator in Colombia.
  • Advise the resident coordinator's office and accompany the United Nations country team on environmental issues, in accordance with the priorities of the UNEP country strategy.
  • Contribute to the effective positioning of UNEP as the lead environmental agency in the United Nations country team.
  • Support the coordination of the UNEP office in Colombia with the Regional Office for Latin America and the Caribbean, as well as with the divisions and other administrative and programmatic instances of UNEP and responding to the new Delivery Model of the organization.
Resource Management

  • Support the identification of financing opportunities for projects and initiatives that contribute to the implementation of the UNEP country strategy in Colombia.
  • Contribute to the development and presentation of project proposals to finance various sources of financing linked to environmental initiatives within the framework of the country strategy.
  • Advise the development of project proposals that contribute to the sustainability of the office in Colombia.
  • Advise on the preparation of the Terms of Reference of the consultants, contractors and contracting processes necessary for the implementation of the UNEP country strategy in Colombia.
  • Stimulate the establishment of relationships and strategic alliances with United Nations agencies, funds and programs in the country to seek financial and nonfinancial resources for the implementation of the country strategy.
  • Advise and assist in the preparation and presentation of reports to donors as required.

Other functions related to the position:

  • Represent UNEP in events or activities of a technical-political nature that are required.
  • Prepare summaries or policy notes on environmental issues according to the needs of the UNEP office in Colombia or as support for the office of the resident coordinator in Colombia or the country team.
  • Participate in United Nations System country team meetings as required.
  • Execute other tasks, as requested by head of the Office of the United Nations Environment Programme in Colombia
