    small business that provides technical and advisory services related to the monitoring, evaluation, and learning of USAID/Colombia's strategy and activities.

    The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services:

    designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.


    USAID/Colombia requested that MELSA develop an assessment to understand the complex factors influencing the migration patterns of Venezuelan communities, specifically their intentions to stay in Colombia or migrate to other countries.

    The assessment will gauge the effectiveness of Colombia's integration support activities for Venezuelan migrants.

    Additionally, the Assessment aims to understand the drivers behind the current irregular flow of Colombian and Venezuelan migrants to the United States.

    MELSA requires hiring a Qualitative Specialist to work under the supervision of the Team Leader to achieve the following Assessment Purposes:

    Assess the impact of Colombian migrant integration programs on Venezuelan migrants' decisions to stay or migrate further.


    Identify the reasons Venezuelan migrants choose to remain in Colombia or risk crossing the Darien Gap towards the United States, such as economic prospects, social ties, and perceived safety.


    Analyze the drivers of Colombian migrants' use of irregular routes to the U.S., such as economic, security, familial, or political factors.


    Responsibilities:
    Support the Team Leader with the evaluation design, including constructing indicators and data collection methods for qualitative information.

    Support the design of the instruments for the primary data collection.

    Participate in the data collection from secondary sources.

    Ensure the quality of qualitative data collection for the evaluation.

    Perform the qualitative analysis for the final evaluation report.

    Evaluate different sample frames and sampling methods for qualitative data collection.

    Support the Team Leader in preparing reports and presentations for USAID.

    Requirements


    BA or MA degree in economics, mathematics, statistics, social sciences, or related fields, with at least years (5) years of experience implementing econometrics and machine learning models.

    Experience in field research, behavioral economics, minions, extractive industries, illegal economies, or similar

    Strong experience using statistical software, with a preference for Stata, R, or Python.

    In-depth knowledge of data analysis techniques and proven ability to handle large datasets and conduct complex data analysis.

    Experience working with probability sampling techniques and ensuring statistical rigor in qualitative data collection and analysis.

    Experience and knowledge of data analysis and data management techniques.

    Intermediate or advanced knowledge of written and spoken English.
