    small business that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning Short-Term Activity (MELSA).

    MELSA provides technical and advisory services to USAID in the following components:
    (1) Evaluations; (2) Research, Assessments, and Data Analysis; and (3) Monitoring and Learning Activities.


    MELSA is conducting the performance evaluation of the Economic Integration for Migrant Communities (Oportunidades Sin Fronteras-OSF for its Acronym in Spanish).

    This mid-term performance evaluation aims to collect evidence about results and process-level lessons of the Activity's key components, interventions, deliverables, and outcomes.

    The evaluation will also support USAID/Colombia and the Implementing Partner (IP) accountability and learning processes.

    The purpose of OSF is to help spark the economic engines of migration and harness the skills and capacities of migrants to meet private sector demand and achieve social and economic gains.

    OSF will work toward this SO and IR via the following activity-level objectives:


    Objective 1:
    Migrant/Receptor Community Participation in Formal Economy Increased by 25%

    Objective 2:
    Licit/Inclusive Economic Opportunities Increased by $5 Million

    Objective 3:
    Regulatory Framework for Economic Integration of Migrants Enhanced

    As part of the evaluation team, MELSA seeks an Evaluation Team Leader. The following are some of the key responsibilities and requirements for the position.


    Responsibilities:
    Lead the evaluation work plan, design, and final evaluation report.

    This includes the data collection and analysis methods, the theory of change analysis, the construction of indicators based on the evaluation questions, the data analysis plan, the revision of the sampling strategy, and the quantitative and qualitative data collection tools.

    Serve as the primary liaison with USAID counterparts and MELSA.

    Lead and manage the team and operationalization of the evaluation.

    Lead the writing of the main technical deliverables and communications, including the final evaluation report in English.

    Lead the quality and timeliness for the evaluation's quantitative and qualitative data collection and troubleshooting as needed.


    Lead the quality and timeliness of the quantitative and qualitative data analysis for the reports and presentations mentioned in the deliverables, which covers the revision of the corresponding quantitative and qualitative evidence annexes.

    This includes requesting specific team members to perform the data triangulation process and its corresponding quantitative and qualitative analysis to answer each evaluation question.

    Lead the preparation of briefs, reports, and presentations for USAID and the Implementing Partner. This includes the final presentation and report.

    Participate and apply the qualitative data collection instruments in the field.

    Requirements

    BA in economics, social sciences, or other relevant field and thirteen (13) years of relevant experience or a graduate degree and ten (10) years of relevant experience

    Skills in project administration, economics, and team management.


    At least five (5) years of experience in managerial positions at international cooperation projects, field-based academic projects, and/or field-based public or private social investment projects.

    Minimum of three (3) years of experience conducting or leading the evaluation of projects.

    Strong experience and knowledge of the design, implementation, and/or evaluation of social projects with migration issues.

    Experience and knowledge in differential approaches/analyses and experience working with migrant communities.

    Experience designing and analyzing context and performance indicators.

    Experience collecting quantitative and qualitative information.

    Ability to analyze and synthesize qualitative and quantitative data.

    Advanced technical report writing skills.

    Ability to work and manage teams remotely, in person, or hybrid.

    Advanced knowledge of written and spoken English and Spanish.

    Experience with USAID evaluations is preferred.
