  • 710 years Panagora Group is a U.S. small business that provides technical and advisory services related to the monitoring, evaluation, and learning of USAID/Colombia's strategy and activities.
The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services:

designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.- MELSA is conducting a performance evaluation of Private Sector Engagement (PSE).

This evaluation will gather evidence on the results and lessons of USAID/Colombia's Private Sector Engagement (PSE) and the sustainability of its interventions during the current Country Development Cooperation Strategy (CDCS) This evaluation will outline the Mission's PSE approach and provide evidence of good practices, opportunities for improvement, and course correction actions that can inform USAID interventions with a PSE component and the next CDCS

The Agency's PSE Policy was launched in 2018.

Since that time, USAID/Colombia has prioritized four policy principles: 1. Engage early and often; 2. Incentivize and value PSE throughout planning and programming; 3. Expand the use of USAID approaches and tools that unlock the potential of the private sector; and 4. Build and act on the evidence of what works and what does not in PSE.

The proposed evaluation will include USAID/Colombia's alignment with the USAID PSE policy and provide new evidence on the conditions, drivers, results, and sustainability of its approach.
