- Support the Team Leader with the evaluation design, including the development of indicators, data collection methods for qualitative information, and an analysis plan.
- Review primary and secondary information sources related to national-level government transparency and accountability initiatives, oversight and control institutions' efforts to fight corruption, local capacity strengthening, institutionality around transparency, accountability, and other related issues.
- Oversee the quality of quantitative and qualitative data collection related to thematic points.
- Lead thematic topics with regard to the design of quantitative and qualitative data collection instruments related to national-level government transparency and accountability initiatives, oversight and control institutions' efforts to fight corruption, institutionality around transparency, accountability, and other related issues.
- Participate in the coding process for qualitative instruments and contribute to a thematic revision of the process in creating the codebook.
- Support qualitative and quantitative data analysis for the reports and presentations mentioned in the deliverables. This covers the data triangulation process and its corresponding qualitative and quantitative analysis to answer each evaluation question as requested by the team leader.
- Participate and apply qualitative data collection instruments in the field.
- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report.

- Revisar las fuentes primarias y secundarias de información relacionadas con iniciativas de transparencia y rendición de cuentas del gobierno a nivel nacional, instituciones de supervisión y control en la lucha contra la corrupción, fortalecimiento de la capacidad local y otras cuestiones relacionadas, entre otros temas relevantes.
- Supervisar la calidad de la recolección de información cuantitativa y cualitativa en las cuestiones temáticas.
- Dirigir las cuestiones temáticas en el diseño de los instrumentos de recolección de información cuantitativa y cualitativa y la pertinencia de la recolección de información políticas relacionadas con iniciativas de transparencia y rendición de cuentas del gobierno a nivel nacional, trabajo con las instituciones de supervisión y control en la lucha contra la corrupción, fortalecimiento de la capacidad local y otras cuestiones relacionadas.
- Participar activamente en el proceso de codificación de los instrumentos cualitativos y aportar una revisión temática del proceso en la elaboración del libro de códigos.
- Contribuir al análisis de la información cualitativa, cuantitativa y secundaria, para los reportes y presentaciones mencionados en los entregables. Esto abarca el proceso de triangulación de información y el análisis cuantitativo y cualitativo correspondiente para responder a cada pregunta de evaluación, conforme a lo requerido por el líder de la evaluación.
- Apoyar al líder del equipo en la preparación de informes y presentaciones para USAID y el socio implementador. Esto incluye la participación en el reporte y presentación final.

Panagora Group is a small business that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning Short-Term Activity (MELSA). MELSA provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).MELSA is conducting the performance evaluation of the Partners for Transparency (PfT) Activity. This mid-term performance evaluation aims to collect evidence regarding results and process-level lessons of key components, interventions, deliverables, and outcomes of the Partners for Transparency (PfT) Activity. The evaluation will also provide context analysis to support USAID/Colombia in making informed decisions about designing and managing programming in transparency. The purpose of PfT is to support locally driven solutions to increase transparency and accountability and effectively reduce corruption in Colombia. The Activity helps strengthen citizen-responsive governance and increase citizen trust. The Activity accomplishes this purpose by leveraging targeted stakeholders' expertise, engagement, and unique positions of influence to achieve the following objectives:
1.Advance national-level government transparency and accountability initiatives.
2.Promote local-level civic participation.
3.Strengthen oversight and control institutions' efforts to fight corruption.
As part of the evaluation team, MELSA seeks a Transparency and Anti-corruption Policy Expert. The following are key responsibilities and requirements for the position.
Responsibilities:
Panagora Group proporciona servicios de monitoreo y evaluación en la industria del desarrollo internacional y actualmente implementa la actividad de Monitoreo, Evaluación y Aprendizaje de Corto Plazo (MELSA) de USAID / Colombia. MELSA brinda servicios técnicos y de asesoría a USAID en los siguientes componentes: (1) Monitoreo; (2) Evaluaciones de desempeño e impacto; (3) Investigación, evaluaciones y análisis de datos; (4) Servicios de Información Geográfica (GIS) y (5) Tareas de Colaboración, Aprendizaje y Adaptación (CLA).
MELSA está llevando a cabo la evaluación del desempeño de la Actividad de Juntos por la Transparencia (JxT). Esta evaluación de medio término tiene como objetivo recopilar evidencia sobre los resultados y las lecciones a nivel de proceso de los componentes clave, intervenciones, entregables y resultados de la Actividad de Juntos por la Transparencia (JxT). La evaluación también proporcionará un análisis del contexto para apoyar a USAID/Colombia en la toma de decisiones basadas en evidencia sobre el diseño y la gestión para la programación futura en temas de transparencia. El propósito de JxT es apoyar soluciones impulsadas desde el nivel local para aumentar la transparencia y la rendición de cuentas y reducir efectivamente la corrupción en Colombia. Esta Actividad ayuda a fortalecer la gobernabilidad ciudadana y a aumentar la confianza de los ciudadanos. La Actividad logra este propósito aprovechando la experiencia, el compromiso y las posiciones de influencia únicas de las partes interesadas para alcanzar los siguientes objetivos:
1. Promover iniciativas de transparencia y rendición de cuentas del gobierno a nivel nacional.
2. Promover la participación ciudadana a nivel local.
3. Reforzar los esfuerzos de las instituciones de supervisión y control para luchar contra la corrupción.
