GEF/GCF Grants and Contracts Support Manager

The Grants and Contracts Support Manager will be a member of the CI Global Environment Facility (GEF) Project Agency (CI-GEF) and the CI Green Climate Fund (GCF) Agency (CI-GCF) along with other Grants Managers.

This position will support grants management for both CI-GEF and CI-GCF, with time proportioned to the needs of the current CI-GEF/GCF combined portfolio.


We are seeking a highly organized and detail-oriented individual to join our team as a Grants and Contracts Support Manager.

CI-GEF/GCF has a combined portfolio of over $200 million in projects under implementation and numerous others in the pipeline with strict donor requirements.

In this role, you will be responsible for providing comprehensive support to the grants management team, in various aspects of project development and implementation, including financial report reviews; financial transaction testing; grantee procurement reviews; grantee due diligence; data entry for portfolio management in systems such as Salesforce, Raiser's Edge, Business World, and SharePoint, and other supporting administrative tasks to the two agencies.

Additionally, you will act as the procurement officer and contract manager for the agencies, ensuring compliance with procurement policies and procedures.


The successful applicant will show core competencies for grants and contracts management, procurement, and administrative support while working closely with a diverse team across the world; excellent communication skills with grantees/clients, colleagues, and donors; and flexibility, adaptability, and ability to manage competing priorities.


RESPONSIBILITIES

Procurement, Contracting and Compliance for the Agencies:

  • Act as Agencies' procurement officer, overseeing the agency's procurement activities including drafting and posting of requests for proposals (RFPs) and managing the selection process while ensuring compliance with procurement policies.
  • Conduct the contracting process, including drafting, reviewing, and negotiating contracts with vendors, consultants, and other partners.
  • Utilize CI's Business World financial system to process agreements and payments for agency contracts.
  • Together with technical leads, monitor contract performance, deliverables, and timelines to identify and address any deviations or risks, and ensure timely payments and close outs

Support for Pre-Award Due Diligence:

  • Assist in the review of due diligence assessments and documents for subawardees of grants and contracts.
  • Manage the approval process through the Proposal and Approval Routing (PARS) system in Teams

Budget and Financial Report Reviews:

  • Conduct transaction testing to ensure compliance with agreement terms and CI and donor guidelines and policies.
  • Support the review of project grantees' financial reports related to verify accuracy and compliance with project budgets and CI and donor requirements.
  • Identify and communicate any discrepancies or issues to Grants Managers for resolution.
  • Support grant managers in reviewing grantees' proposal or implementation budgets.

Grantee Procurement Reviews:

  • Support Grants Managers in reviewing procurement packages from grantees, ensuring compliance with applicable procurement policies and agreement terms and conditions.

Data Entry and System Support:

  • Enter and maintain data in portfoliomanagement systems such as Raiser's Edge and Business World, ConservationGrants (Salesforce), and SharePoint ensuring accuracy and completeness.
  • Generate reports and extract relevant data from systems as needed.

Support Knowledge Management:

  • Support grant managers in developing or updating templates, training materials (to include guidelines and PowerPoints), or other tools for internal users and external grantees, and Grantee SharePoint site
  • Support in taking notes when needed and followup communications from internal and external meetings

Administrative Support:
Other duties as assigned by the supervisor.


WORKING CONDITIONS

  • Travel is expected internationally up to 25%.
  • This is a hybrid position and office presence is not mandatory, unless in those days the office requests core days or for engagement with team members from the local office or other offices.

QUALIFICATIONS

Required

  • Bachelor's degree, or local equivalent.
  • 4 to 6 years of experience in providing grants, contracts, and administrative sup
