Project Summary:


The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies.

Implicit in this approach is support to the GOC in understanding the unique post
- accord drivers of instability and support for piloting innovative solutions. The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

Position Summary:

The Junior Grants Specialist will be based in the regional office in Tumaco, Nariño and is part of the grants team on the Colombia/OTI Program.

This position will be primarily responsible for conducting grantee eligibility checks, developing and tracking activity budgets, drafting grant agreements, negotiation memos, and modifications, drafting consulting agreements for consultants under activities, and maintaining all program related files.

The Specialist will conduct the monitoring and verification of products/reports or services and milestones.

The position will maintain regular communication with the grantees and conducts site visits, ensuring that all deliverables are met and perform activity closings, ensuring that each grant file is complete and provides ongoing monitoring and evaluation support under USAID regulations.

This position will report to Grants Manager but work closely and coordinate with the program team. The position will have a fixed-term labor contract.


Responsibilities:


  • Provide administrative support to regional grant activities, under the supervision of the Grants Specialist (GS).
  • Support weekly reporting on grant implementation to the rest of the program team, utilizing the activity database, meetings, and other tools.
  • Support the Grants Specialist in drawing up grant documents and consultant contracts, reviewing travel legalizations, and tracking payments for milestones, products, and travel legalizations.
  • Arrange travel at local level as required for consultants hired under activities.
  • Support the monitoring the progress of activities, agreements, products under subcontracts and consulting contracts and reports.
  • Review grant budgets in consultation with the procurement team.
  • Support the elaboration of excluded party verifications and Negotiation Memos.
  • Maintain accurate and timely program and grant documentation in electronic, hard copy and backup copies, and ensure that completed grants are closed in a timely manner according to deadlines.
  • Support review of all grantee deliverables, for the final approval by the Deputy Chief of Party
  • Operations for grant close out.
  • Have constant and close communication with the GS and other program team members in anticipation of contingencies.
  • Assist with special projects and tasks in support of the GS, technical team, or other staff members as needed.

El programa también se enfocará en aumentar la capacidad y corresponsabilidad tanto de los actores comunitarios como de los actores comunitarios para la implementación del acuerdo.

Resumen del Cargo:

Esta posición estará en la oficina regional de Tumaco, Nariño y es parte del equipo de Subvenciones del Programa Colombia Transforma.

Esta posición es responsable de la revisión preliminar de posibles entidades beneficiarias; elaboración, negociación y seguimiento a los presupuestos de las actividades; elaboración de convenios, memorandos de negociación y modificaciones; elaboración de contratos de consultores bajo convenios y mantener actualizados y completos los archivos de cada actividad.

Hacer seguimiento a la recepción y verificación de productos/informes o servicios e hitos.

Mantener una comunicación regular con los beneficiarios y llevar a cabo visitas de seguimiento a sus instalaciones, asegurando que se cumplan con las condiciones de los convenios.
