Output 1: Document showing the methodology and inputs to be developed for the data collection to be carried out in order to achieve the objectives of the project from the financing and urban economy components

The document should include:

Inputs and references to be applied.
Development of methodologies for information and data collection.
Structuring and formulation times for the required technical studies.

One (1) month from the start of activities.

Output 2. Document with an analysis of the financing instruments developed and implemented during the implementation of the Comprehensive Urban Revitalization Plans, including an analysis of the results and scope obtained during their execution

The document should include:

Analysis of the financing instruments implemented by the District Secretary of Habitat through the PIRs.
Analysis of the scope and objectives achieved in economic matters through the implementation of the financing instruments used in the PIRs.
Analysis of the existing shortcomings and problems related to the implementation of the various financing instruments used in the PIRs.
Analysis of the financing schemes and the mechanisms incorporated for the promotion and consolidation of the PIRs by the District Secretariat of Habitat and the District government.
Analysis of the available resources and how they have been executed, describing the main problems related to their implementation.

Four (4) months from the start of activities.

Output 3. Document with methodological guidelines for the promotion and strengthening of various financing instruments to consolidate the Integral Urban Revitalization Plans from an economic perspective. This includes the development of innovative economic models to consolidate greater resources. The document should include
Development of recommendations for strengthening existing financing instruments.
Elaboration of guidelines for the incorporation of new financing mechanisms to consolidate the PIRs on a larger scale.
Structuring of new economic and financing models that allow the District Secretariat of Habitat to have a greater institutional scope through the PIRs.
Analysis of the scopes and objectives developed through the RIPs from an economic financing perspective.
Development of guidelines to overcome and counteract those existing shortcomings related to the financing of the PIRs.
Development of methodological models that allow the replication of financing structures in the different programs carried out by the District Secretariat of Habitat.
Incorporation of participatory financing methodologies that allow for the integration of new public and private actors.

Expected duration
Six (6) months

Responsibilities:

a.) Information and validation:

The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle.

b.) Development:

Review and analysis of the information available at the District Secretariat of Habitat and other entities in relation to the financing schemes and instruments used in the Integral Urban Revitalization Plans.
Carry out the different studies and analyses required at expert level to achieve the objectives set out in the project.
Analysis of the various financing instruments used in the PIRs based on their advantages and weaknesses.
Analysis of the methodologies and processes applied so far by the District Secretariat of Habitat in the development of the PIRs.
Development of guidelines and conclusions that allow the promotion and better implementation of the PIRs.
Development of innovative financing mechanisms that allow for the institutional and economic strengthening of the PIRs.
Collaboration with the other members of the team for an adequate articulation of the different results and components that make up the project.
Provide highlevel technical support when required, both by the counterpart and other members of the technical team.
Elaboration of a synthesis where the results obtained from the developed analyses are condescended.
Carry out those activities assigned by the HUB Coordination that correspond directly to the consultant's profile.
Attend meetings, workshops and relevant spaces where their participation is required.
Accompaniment in the coordination and consultation with the corresponding entities.
Carry out knowledge transfer processes (workshops and trainings) to the multiple stakeholders involved.

c.) Approval:

The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects.
Support the Hub Coordinator in the development of inputs for conceptual notes, project documents, implementation plans and budgets, and in general
