    GateSource HR is partnering with a client in the oil and gas industry looking for a Chief Strategy Officer.

    This senior executive role is responsible for identifying, evaluating, structuring, and advancing oil gas opportunities across the Upstream, Midstream, and Downstream sectors in Venezuela.

    The position plays a critical role in shaping and executing the organization's long-term growth strategy in-country, with a focus on sustainable portfolio expansion and value creation.

    Position Overview The Chief Strategy Officer will lead strategic opportunity mapping, asset and project development initiatives, portfolio optimization efforts, and high-level stakeholder engagement across Venezuela.

    The role requires a strong blend of technical, commercial, and strategic expertise, along with deep knowledge of the local operating and regulatory landscape.

    Key Responsibilities Strategic Opportunity Identification Identify and evaluate upstream (exploration production), midstream (transportation storage), and downstream (refining, marketing, petrochemicals) opportunities throughout Venezuela.

    Assess acquisition targets, farm-in prospects, joint ventures, and strategic partnerships aligned with corporate growth objectives.
    Develop and manage a prioritized pipeline of oil gas assets and investment opportunities.
    Project Asset Development Lead comprehensive technical, commercial, and economic evaluations of potential and existing assets.
    Oversee concept selection, pre-FEED, FEED, and feasibility studies.
    Define and implement development strategies from exploration and appraisal through production, processing, and commercialization.
    Support optimization and expansion initiatives for producing and operating assets.
    Strategic Alignment Portfolio Management Ensure all in-country initiatives align with corporate capital allocation priorities, risk appetite, and long-term strategy.
    Translate global strategic objectives into actionable country-level execution plans.
    Contribute to balanced portfolio development across upstream, midstream, and downstream segments.
    Stakeholder Government Relations Build and manage senior-level relationships with government authorities, regulators, national oil entities, and strategic partners.
    Support concession awards, production-sharing agreements (PSCs), licensing, permitting, and regulatory approvals.
    Represent the organization in high-level negotiations and strategic discussions related to oil gas development in Venezuela.
    Risk, Governance ESG Identify and mitigate technical, commercial, regulatory, ESG, and geopolitical risks.
    Ensure compliance with local legislation, international industry standards, and HSE requirements.
    Support the implementation of governance, reporting, and ESG frameworks aligned with global best practices.
    Leadership Cross-Functional Coordination Collaborate closely with Energy, Finance, Legal, Commercial, and ESG teams at the group level.
    Build and lead local technical, commercial, and advisory teams as projects progress.
    Serve as the senior strategic authority for oil gas operations in Venezuela, reporting directly to executive leadership.
    Requirements Bachelor's degree in Petroleum Engineering, Chemical Engineering, Mechanical Engineering, or a related field.
    Master's degree or MBA strongly preferred.
    Minimum of 15 years of experience within the oil gas industry, with exposure across upstream, midstream, and/or downstream operations.
    Demonstrated success in asset evaluation, project development, strategic planning, and portfolio growth.
    Experience in Latin America or other emerging markets is highly advantageous.
    Fluent in English and Spanish (mandatory)
