Descripción

Oversee logistics services to the Colombian National Police (CNP) Air Service. Incumbent works closely with all Aviation advisors to ensure a high availability rate and the highest quality maintenance for all aircraft owned or serviced by INL. Supervises Colombian nationals Staff. Provides technical assistance to the CNP Air Service in the planning and control of the flow of materials in support of counter narcotics air operations. Oversees procurement and procurement personnel in the absence of Procurement Supervisor and works closely with GSCM Manager overseeing Procurement personnel and ARAVI procurement processes. Assists the CNP in ordering and obtaining necessary replacement parts and tools for all USG-owned and supported aircraft used by the CNP Air Service and/or INL, working under the direct supervision of the Program Management.

Assists the police air service and INL personnel with the implementation of an effective inventory control and management system covering all the aspects of material management. Ensures the proper operation of the supply tracking and repair and return program. Provides technical assistance with FMS program requisition tracking. Provides guidance and technical assistance with the FMS and direct commercial repair and return program. Ensures that the inventory control program keeps track of investment items by location and supply service

condition. Assists with the management of the supply discretionary reports for both FMS and direct commercial procurement processes. Provides guidance to INL and CNP Air Service personnel in following proper procedures to take full advantage of material warranties. Assists CNP Air Service and INL personnel in the development of requirements, best sources for equipment, parts, tools, exchanges, overhauls, modifications, services, and supplies. Coordinates the removal (either by demilitarization or by transfer to the Colombian Air Force) of all usable and unusable spare parts. Works with INL Logistics Advisor to ensure this is carried out in a timely manner. Manages the ASL and Stock levels and leads compliance with LOG and Procurement timelines for AOG,

O2, O5 and 12 priority parts for the ARAVI fleet working closely with Production Control, Maintenance, LOG Analyst, and INL with analyzing and adjusting to trends. Leads and supports See SOR and other (internal

and external) LOG and Procurement audits as required. Manages Key Performance Indicators and reports for INL and corporate working closely with LOG Deputy Supervisor, PMO QA, and INL QA. Assists with

LOG and Procurement customer invoicing supporting documents and working closely with finance and corporate Biz Ops as needed for invoice approvals. Has extensive experience as an AMMS data base administrator.

MINIMUM REQUIREMENTS

  • Associates Degree in Supply Chain Management or Business Administration from an accredited institution.
  • Minimum 10 years logistics experience or ten years related experience in the U.S. military within the Logistics field; minimum five years of experience in aviation logistics.
  • Minimum of 5 years' experience supervising personnel in the Logistics field.
  • Minimum of 5 years' experience of Foreign Military Sales (FMS), GSA, and/or federal and commercial procurement.
  • Minimum of 5 years' experience of End Use Monitoring policies and procedures.
  • Minimum of 5 years' experience with U.S. military drawdown and demilitarization processes.
  • Knowledge of automated Microsoft office and Logistics automated systems.
  • Knowledge of U.S. FAA and U.S. military safety and logistics standards and procedures required;
- knowledge of Colombian standards and procedures preferred.

  • Minimum English language ability equivalent to the Foreign Service Institute Level R/4, S/4, if not a
- native speaker. Strong English writing skills required. Minimum Spanish language ability equivalent to the

  • Must be a U.S. citizen and possess a Moderate Risk Public Trust certification conducted by the Bureau of
  • Diplomatic Security DS/SI/PSS) prior to contract performance.
