Essential Responsibilities:


  • Plans and organizes the management of a project or series of smaller projects or a definable piece of a larger program for successful completion and performance consistent with contractual requirements, government regulations and program objectives.
  • Oversees and monitors project financial status and performance to maintain contract budget guidelines and schedules.
  • Develops and executes strategic plans and objectives.
  • Analyzes performance under contracts to ensure proper utilization of manpower, materials, funds, facilities, and equipment.
  • Monitors selected contract to verify contractual and company objectives are met.
  • Implements project plans by directing and coordinating project functions in the performance of contracts/orders assigned.
  • Establishes program policies, practices, and revisions to existing policies and practices as required to meet company, contract and order requirements.
  • Consults with Business Development in capturing business in areas of expertise.
  • Ensures compliance with company policies and procedures and other practices set forth by upper management directives.
  • Maintains customer contacts and visitations to ensure mature relationships.
  • Provides leadership, objectives, incentives and attitudes to assigned staff that leads to a quality project.
  • Directs effective control on assigned projects of performance, schedule, quality and operating costs.
  • Perform all other position related duties as assigned or requested.

Minimum Requirements:


  • Bachelor's degree in an aviation related field.
  • Minimum 10 years' experience in Aviation Management for rotary and fixedwinged aircraft.
  • Minimum 5 years' experience at the Program Manager or Deputy Program Manager level.
  • The PM must be a U.S. passport holder and obtain/maintain a Moderate Risk Public Trust certification conducted by the Bureau of Diplomatic Security DS/SI/PSS prior to contract performance.
  • Minimum of 6 years of management oversight of aircraft maintenance operations, managing daytoday program support (to include maintenance and logistic support, training, safety, etc.) with demonstrated results.
  • A minimum of 12 years' work experience in the field of aviation systems to include organizational or intermediate maintenance activity support management and/or logistics management in a large aviation organization
  • A minimum of 7 years as a Maintenance Officer or civilian equivalent responsible for aviation maintenance/logistic support in a large aviation organization. Demonstrated experience supervising aviation logistic support requirements.
  • Experience in aviation system program support, to include a minimum of 3 years of experience in US Government contracting in the aviation field. Extensive experience with rotarywing aircraft and experience managing maintenance programs that include program aircraft (namely UH1 and UH60) preferred.
  • Minimum English language ability equivalent to the Foreign Service Institute Level R/4, S/4, if not a native speaker.
  • Minimum Spanish language ability equivalent to the Foreign Service Institute Level R/3, S/
  • Demonstrably strong financial management skills establishing budget requirements and budget management to achieve established performance objectives.
  • Must have effective written and verbal communications skills and demonstrate experience in and ability to oversee preparation and delivery of contract deliverables, as well as produce a wide range of documents and reports to meet customer or contractually mandated deadlines.
