Output 1: Technical document showing the methodology to be implemented for the data collection to identify the progress and/or scope achieved by the Integral Urban Revitalization Plans from an urbanrural perspective.

One (1) month from the start of activities.

Output 2. Document containing an analysis of the results and components developed in the various Urban Revitalization Plans carried out by the District Secretariat of Habitat, focusing, in this case, on the understanding of the programs from an urbanrural perspective

The document should include:

Analysis of the existing urban-rural components, showing structural weaknesses and shortcomings in the key aspects of the territory.
Determine the progress and scope of the objectives developed through the implementation of the PIRs from an urban-rural perspective.
Characterization of the territories from their urban-rural components, which includes the analysis of their territorial implantation and their incorporation with the predominant rural components.
Development of descriptive cartography showing the prevailing conditions of the territories included in the project.
Development of an analysis describing the initial situation of the territories and the impact achieved through the revitalization plans from an urban-rural perspective.
Analysis of the problems and shortcomings in the processes of development and implementation of the PIRs from an urban-rural perspective.

Four (4) months from the start of activities.

Output 3. Document with methodological guidelines for the promotion of the Integral Urban Revitalization Plans, including the development of conclusions and results that allow for a better execution and management of the same

The document should include:

Results achieved by the PIRs from the urban-rural components.
Conclusions regarding the existing problems and the objectives achieved in the execution of the programs.
Analysis of the structural elements in terms of urban-rural components that should be incorporated into the PIRs in order to increase their scope and success. This includes an understanding of the structuring components, continuity in the territory, intrinsic relationships, among other relevant issues.
Guidelines for the implementation of the recommendations proposed from the financial and chronological components.
Guidelines for the mitigation of the problems identified in the implementation of the PIRs.
Promotion and incorporation of good practices and key elements that allow a better incorporation and understanding of urban-rural processes within the PIRs.
Recommendations that include innovation components from a New Urban Agenda and Sustainable Development Goals perspective.
Guidelines for the methodological consolidation of the Plans from an urban-rural perspective that allows an easy replication of the same in other territories of the District.

Six (6) months

Responsibilities:

a.) Information and validation:

The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle.

b.) Development:

Review and analysis of the information available at the District Secretariat of Habitat and other entities in relation to the implementation and progress of the Integral Urban Revitalization Plans.
Carry out the different studies and analyses required at expert level to achieve the objectives set out in the project.
Analysis and characterization of the territory at expert level from the different urbanrural components.
Analysis of the methodologies and processes applied so far by the District Secretariat of Habitat in the development of the PIRs.
Development of guidelines and conclusions that allow the promotion and better implementation of the PIRs.
Collaboration with the other members of the team for an adequate articulation of the different results and components that make up the Project
Provide highlevel technical support when required, both by the counterpart and other members of the technical team.
Elaboration of a synthesis where the results obtained from the developed analyses are condescended.
Carry out those activities assigned by the HUB Coordination that correspond directly to the consultant's profile.
Attend meetings, workshops and relevant spaces where their participation is required.
Accompaniment in the coordination and consultation with the corresponding entities.
Carry out knowledge transfer processes (workshops and trainings) to the multiple stakeholders involved.

c.) Approval:

The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects.
