This position is located in Bogota, Colombia as part of the United Nations Verification Mission (UNVMC) and within the UNDSS Integrated Security Workforce in Colombia.
The Regional Security Officer Bogotá reports to the CSA/CSO and the DCSA through the Security Information and Operations Section Coordinator.
The RSO Bogotá works closely with the Field Security Coordination Officers leading the Area Safety and Security Units in security coordination projects and operational initiatives.
Responsibilities:
Within the limits of delegated authority, the incumbent will perform as Regional Security Officer (RSO) and will be responsible for the following duties:
- Contributes to the CSA/DCSA/Security Coordination Officer in the office management, procedures and/or supervises a security project, as needed;
- Develops effective security and contingency plans for a security unit and its operations;
- Conducts assessment of prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues;
- Serves as a member of the Security Cell, implements and evaluates the security plan;
- Evaluates air, land and sea emergency evacuation capability; assists in the supervision of evacuation exercises and recommends appropriate action;
- Determines accessible areas, maintains tracking systems and coordinates a 24hour Emergency Response System;
- Analyzes the level of security risk for the area of operations;
- Monitors, conducts or coordinates security operations;
- Maintains continuing lines of communication with security focal points and other UN or nonUN stake holders;
- Briefs the CSA/DCSA/Security Coordination Officer on the status, activity and requirements of the unit;
- Ensures that fire prevention devices and firefighting equipment are available on the
- Conducts physical security inspections of facilities;
- Assumes responsibility for guard force management; Monitors and evaluates office
- Provides advice and training to UN personnel and eligible dependents on security matters;
- Identifies the training needs of security and mission's staff;
- Supervises the investigation of securityrelated incidents involving UN personnel, project personnel or eligible dependents;
- Identifies gaps in existing capability and recommends amendment accordingly;
- Participates in the planning process of protective services for Senior UN Officials, as
- Drafts Statements of Requirement and provides technical specifications for the
- Inspects security equipment and ensures minimum equipment requirements are
- Supervises the issuance of identity cards, background checks and entry controls, as
- Manages a warden system according to policy;
- Acts as Duty Officer within the Integrated Security Workforce;
- Performs other duties as required.

EducationHigh school diploma or equivalent is required.
Job - Specific Qualification
Training in investigative skills, security coordination and operational planning and/or proven initiatives in a field of study that is directly related to security, safety, and management is required.
Security management and supervisory knowledge, programme management, security staff supervision, ability to work harmoniously with the UN field mission in an integral team to timely and accurately conduct security and safety operations for the field mission is required.
Security Certification Program, Security Analysis Practice and Process, Hostage Incident Management, Close Protection Officers Course, and/or Security Investigation is desirable.
Commissioned military or senior level police experience is required.
Experience of command in a military or police organization in a moderately-sized country, or membership in a larger military/police force or a leadership role is desirable.
