Result of Service

As a result of the consultancy, the delivery of the products is expected as set out below:

  • Output 1: Technical document showing the methodology to be implemented for the data collection and analysis to identify the progress and/or scope achieved by the Integral Urban Revitalization Plans.
One (1) month from the start of activities.

  • Output 2. Technical document containing a territorial and urban analysis of the spatial conditions and predominant characteristics of the territories included in the Integral Urban Revitalization Plans, including an analysis of existing urban potentialities and problems

The document should include:

  • Analysis of the urban structure and territorial components of the areas covered by the Integral Urban Revitalization Plans.
  • Analysis of the urban and territorial impact developed through the PIRs.
  • Cartographic analysis showing the urban structure and the changes brought about by the implementation of the PIRs.
  • Analysis of the predominant shortcomings and problems at the urban-territorial level of the areas included in the project.
  • Analysis of the different urban structures, including components of public space, urban furniture, mobility, among others, relating them, in turn, to the different macro-urban components of the city.
  • Definition of the objectives achieved through the PIRs, including the definition of those urban-territorial components that present difficulties or challenges in their implementation.
Four (4) months from the start of activities.

  • Output 3. Technical document with methodological guidelines for the promotion, from an urbanterritorial perspective, of Integral Urban Revitalization Plans. This includes the development of conclusions and results that allow a better execution and management of these plans

The document should include:

  • Results and objectives achieved by the PIRs from the urban-territorial components.
  • Conclusions and indicators regarding the problems and objectives achieved in the execution of the programs.
  • Incorporation of structural urban-territorial elements that promote a better execution of the programs.
  • Guidelines for the implementation of the proposed recommendations from the financial and chronological components.
  • Incorporation of urban innovation elements that promote a better development of the PIRs.
  • Outlining replicable urban-territorial models that promote the strengthening and greater scope of the PIRs.
  • Recommendations that include innovation components from a New Urban Agenda and Sustainable Development Goals perspective.
  • Guidelines for the methodological consolidation of the Plans from an urban-territorial perspective that allows easy replication in other territories of the District.
  • Synthesis of indicators showing the progress achieved in the implementation of the PIRs from the territorial components, pointing out those points of opportunity and strengthening.
Six (6) months from the start of activities.

Responsibilities:


a.) Information and validation:

  • The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle.

b.) Development:

  • Review and analysis of the information available at the District Secretariat of Habitat and other entities in relation to the implementation and progress of the Integral Urban Revitalization Plans.
  • Carry out the different studies and analyses required at expert level to achieve the objectives set out in the project.
  • Analysis and characterization of the territory included in the project from the different urbanterritorial components.
  • Analysis of the methodologies and processes applied so far by the District Secretariat of Habitat in the development of the PIRs.
  • Development of guidelines and conclusions that allow the promotion and better implementation of the PIRs.
  • Development of guidelines and conclusions that allow the promotion and better implementation of the PIRs.
  • Collaboration with the other members of the team for an adequate articulation of the different results and components that make up the project.
  • Provide highlevel technical support when required, both by the counterpart and other members of the technical team.
  • Elaboration of a synthesis where the results obtained from the developed analyses are condensed.
  • Carry out those activities assigned by the HUB Coordination that correspond directly to the consultant's profile.
  • Attend meetings, workshops and relevant spaces where their participation is required.
  • Accompaniment in the coordination and consultation with the corresponding entities.
  • Carry out knowledge transfer processes (workshops and trainings) to the multiple stakeholders involved.
