The Opportunity


Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1.

Task Order 1 will support the U.S.

President's Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria.

Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world.

Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 22 African countries where malaria is endemic.

Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.


Under the supervision of the Finance & Admin Manager, the
Operations and Finance Specialist is responsible for managing the operational aspects of the project, principally procurement and human resources, as well as to support the accountant on financial and accounting aspects as applicable.


Specific duties and responsibilities include the following:

Procurement:


  • Performs local procurements of commodities, in coordination with the project's USbased Project Operations Analyst, following all relevant USAID and Abt Associates policies and procedures, including:
  • Definition of commodity specifications.
  • Preparation and conduct local tenders.
  • Maintenance of a registry of local and regional vendors.
  • Organizes the reception and assessment of quotations, and the selection of preferred bids.
  • Quality control and receipt of delivered goods, and the processing of customs clearance and tax waivers, as needed.
  • Maintain the local procurement tracker up to date.
  • Management of the project's inventory control system, including storage, quality control, inventory record keeping, and inventory reporting.
  • Coordinate services agreements with providers in the field for services such as lodging, fuel, internet, among others.

Finance/Accounting:


  • Assist the Accountant with the timely submission of the ROV in accordance with Abt Associates procedures and policies.
  • Assist the Accountant with scanning and uploading all financial documents into Abt's webbased accounting software, ISMS.
  • Assists the Accountant with preparation of payment vouchers and corresponding checks.
  • Assists the Accountant with the review of invoices and expense reports before payment and follow up with vendors and staff to gather back up documentation.
  • Liaison between the field and home office POA for any operational aspects.
  • Assists the Finance and Administration Manager in the implementation of the internal control systems and the company's financial procedures manual.

Operations/Human Resources:


  • Execute all Human Resource functions as a vital team member of the VC TO1 Project in country in compliance with local labor laws, USAID, and Abt Associates rules and regulations.
  • Support the implementation of Abt Associates ethics and compliance guidelines.
  • Supports proper implementation and compliance with the Occupational Health and Safety Management System.
  • Develop job descriptions and take ownership of staff recruitment activities, work closely with the COP and Finance and Administration Manager at the site office and with headquarters in the U.S.
  • Prepare site staff employee contracts and seasonal worker agreements in compliance with Abt Associates and local labor laws.
  • Create and maintain complete employee personnel files.
  • Monitor and document the accruals and use of employees annual, holiday, maternity and sick leave.
  • Draft consultant agreements and subcontractor checklists, ensuring all backup information is according to Abt standards.
