    Panagora Group is a small business that provides technical and advisory services related to monitoring, evaluating, and learning USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
    USAID/Colombia requested that MELSA develop research on the key elements of its ethnic inclusion policy. The study aims to inform the design and planning of the new Country Strategy for Development Cooperation for Over some time, USAID/Colombia has implemented long-term work with ethnic communities and has invested significant resources in advancing the protection of their rights, supporting economic empowerment, strengthening their territorial governance structures and capacities (including also those related to environmental conservation), contributing to overcoming racial discrimination and exclusion. Currently, USAID/Colombia needs to (i) consolidate a review of the results achieved for the period , (ii) review the lessons learned as part of its localization efforts, and (iii) analyze the current challenges and opportunities derived from the implementation of the Ethnic Chapter of the Peace Agreement framed in the role of the government as its main international partner.
    The consultant (he/she) who fulfills the team leader role will be responsible for directing the research's conceptual, methodological, and technical aspects, ensuring compliance with established deadlines and USAID/Colombia quality standards. Additionally, the consultant will ensure the depth and relevance of the findings, conclusions, and recommendations and will be in charge of the presentation of results, the writing of the final report, and the implementation of the use and dissemination plan of the study.
    Responsibilities:
  • Lead the development of the Assessment's methodological design and work plan.
  • Provide technical guidance to the consultant team to ensure adequate development of their activities and delivery of their products.
  • Serve as the primary liaison with USAID/Colombia's counterparts and MELSA.
  • Ensure the technical quality of the products prepared by the consultant team.
  • Prepare and lead meetings requested by MELSA and USAID/Colombia.
  • Carry out strategic planning of the project to achieve objectives and overcome possible setbacks in implementing the measurement.
  • Identify challenges and limitations and propose alternative solutions during the development of the assessment.
  • Lead fieldwork in the prioritized areas.
  • Implement the instruments for qualitative data collection in the field.
  • Oversee the quality and timeliness of the quantitative and qualitative data analysis.
  • Lead PowerPoint presentations of preliminary and results addressed to USAID/Colombia.
  • Write main technical deliverables and communications in English, including the final assessment report.
  • Provide technical guidance for the development of the use and dissemination plan.
  • Conduct briefs and presentations to USAID/Colombia.
  • Lead the implementation of the adjustments to the products requested by MELSA and USAID/Colombia.

     Panagora Group es una pequeña empresa estadounidense que proporciona servicios técnicos y de asesoramiento relacionados con el monitoreo, la evaluación y el aprendizaje de la estrategia y actividades de USAID/Colombia. La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios e investigaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.
    USAID/Colombia solicitó a MELSA desarrollar una investigación sobre los elementos clave de su política de inclusión étnica. El propósito del estudio es informar el diseño y planeación de la nueva Estrategia País de Cooperación para el Desarrollo, para el período Durante un periodo de tiempo USAID/Colombia ha implementado un trabajo de largo aliento con comunidades étnicas y ha invertido recursos significativos en el avance de la protección de sus derechos, apoyando el empoderamiento económico, fortaleciendo las estructuras propias y capacidades de gobernanza territorial (incluyendo también aquellas relativas a la conservación ambiental), contribuyendo a la superación de la discriminación racial y la exclusión. Actualmente USAID/Colombia requiere: (i) consolidar una revisión de los resultados alcanzados para el periodo ; (ii) la revisión de las lecciones aprendidas como parte de sus esfuerzos de localización, y (iii) un análisis de los desafíos y oportunidades actuales derivados de la implementación del Capítulo Étnico del Acuerdo de Paz enmarcado en el papel del gobierno de los Estados Unidos como su principal acompañante internacional.
    El/la consultor(a) que cumpla el rol de líder del equipo será responsable de dirigir todos los aspectos conceptuales, metodológicos y técnicos de la investigación, asegurando el cumplimiento de las fechas establecidas y los estándares de calidad de USAID/Colombia. Adicionalmente, asegurará la profundidad y pertinencia de los hallazgos conclusiones y recomendaciones y estará al frente de las presentaciones de resultados, la redacción del reporte final y la implementación del plan de uso y divulgación del estudio.
    Responsabilidades:
  • Liderar el desarrollo del diseño metodológico y plan de trabajo de la investigación.
  • Orientar técnicamente al equipo consultor para el adecuado desarrollo de sus actividades y entrega de sus productos.
  • Servir de enlace principal con las contrapartes de USAID/Colombia y la Actividad MELSA.
  • Asegurar la calidad técnica de los productos elaborados por el equipo consultor.
  • Preparar y dirigir las reuniones solicitadas por MELSA y USAID/Colombia.
  • Realizar la planificación estratégica del proyecto para alcanzar los objetivos y superar posibles contratiempos en el desarrollo del estudio.
  • Advertir limitaciones y proponer alternativas de solución.
  • Liderar el trabajo de campo en las zonas priorizadas
  • Coordinar la implementación de diferentes los instrumentos para la recolección de datos.
  • Supervisar la calidad y oportunidad del análisis de los datos cuantitativos y cualitativos.
  • Dirigir las presentaciones (Power Point/ Google Slides) de los resultados preliminares y finales dirigidas a USAID/Colombia.
  • Realizar informes y presentaciones a MELSA y USAID/Colombia.
  • Liderar la implementación de los ajustes solicitados por MELSA y USAID/Colombia a los productos.
  • Redactar en inglés los principales entregables técnicos y comunicaciones, incluyendo el informe final de investigación.
  • Proporcionar orientación técnica para el desarrollo del plan de uso y difusión.
