- Support the Team Leader with the evaluation design, including constructing indicators based on the evaluation questions, data collection methods for qualitative information, a list of possible key informants, and an analysis plan.
- Lead and design the qualitative instruments for the data collection.
- Lead and apply the qualitative data collection instruments in the field.
- Ensure the quality of qualitative data collection.
- Design a codebook for the coding process.
- Support the coding process, from the training of the coding team to the elaboration of the analysis plan for the generation of inputs (reports and qualitative visualizations) to analyze the information.
- Review and provide the corresponding feedback to the coding team's products to ensure their quality.
- Conduct the qualitative analysis for the reports and presentations mentioned in the deliverables with the corresponding qualitative evidence annexes. This covers the data triangulation process and its corresponding qualitative analysis to answer each of the evaluation questions requested by the team leader.
- Perform the qualitative visualizations using Nvivo, as requested by the team leader, and those for the presentation, report, and construction of findings, conclusions, and recommendations.
- Support the team leader in preparing reports and presentations for USAID and the implementation partner. This includes any required participation in the final presentation and report regarding the qualitative analysis.

Panagora Group is a small business providing technical and advisory services related to monitoring, evaluating, and learning USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.MELSA is conducting the performance evaluation of Private Sector Engagement (PSE). This evaluation aims to gather evidence about the results and lessons of USAID/Colombia's Private Sector Engagement (PSE) and the sustainability of its interventions during the current Country Development Cooperation Strategy (CDCS) timeframe. In addition, this evaluation should outline the Mission's PSE approach and provide evidence of good practices, opportunities for improvement, and course correction actions that can inform USAID interventions with a PSE component and the next CDCS
In 2018, the Agency launched the PSE Policy. USAID/Colombia has prioritized and recognized the importance of aligning with the policy's four principles: 1. Engage early and often; 2. Incentivize and value PSE throughout planning and programming; 3. Expand the use of USAID approaches and tools that unlock the potential of the private sector; and 4. Build and act on the evidence of what works and what does not in PSE. The proposed evaluation would cover USAID/Colombia's alignment with the PSE policy and provide new evidence on the conditions, drivers, results, and sustainability of this approach.
As part of the evaluation team, MELSA seeks a qualitative specialist. The following are some of the key responsibilities and requirements for the position.

Panagora Group es una pequeña empresa estadounidense que proporciona servicios técnicos y de asesoramiento relacionados con el monitoreo, la evaluación y el aprendizaje de la estrategia y actividades de USAID/Colombia. La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios y evaluaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.
MELSA está llevando a cabo la evaluación de desempeño de Private Sector Engagement (PSE). Esta evaluación tiene como objetivo recopilar evidencia sobre los resultados y las lecciones de la Participación del Sector Privado de USAID/Colombia y la sostenibilidad de sus intervenciones durante el actual marco temporal de la Estrategia de Cooperación para el Desarrollo del País (CDCS por sus siglas en inglés). Además, esta evaluación debe describir el enfoque de PSE de la Misión y proporcionar evidencia de buenas prácticas, oportunidades de mejora y acciones de mejora que puedan informar la programación de USAID/Colombia con un componente de participación del sector privado y el próximo CDCS
Desde 2018 USAID lanzó la Política de PSE de la Agencia y ha priorizado y reconocido la importancia de alinearse con los cuatro principios de la política: 1. Involucrarse de forma temprana y frecuente; 2. Incentivar y valorar la PSE en toda la planeación y programación; 3. Expandir el uso de enfoques y herramientas de USAID que permitan aprovechar el potencial del sector privado; y 4. Construir y actuar sobre la evidencia de lo que funciona y lo que no funciona en PSE. La evaluación propuesta cubrirá la articulación de USAID/Colombia con la política de PSE y proporcionará nuevas evidencias sobre las condiciones, motores, resultados y sostenibilidad de este enfoque.
