    Panagora Group is a small business that provides technical and advisory services related to the monitoring, evaluation, and learning of USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
    USAID/Colombia requested that MELSA develop an assessment to understand the complex factors influencing the migration patterns of Venezuelan communities, specifically their intentions to stay in Colombia or migrate to other countries. The assessment will gauge the effectiveness of Colombia's integration support activities for Venezuelan migrants. Additionally, the Assessment aims to understand the drivers behind the current irregular flow of Colombian and Venezuelan migrants to the United States.
    MELSA requires hiring a Qualitative Specialist to work under the supervision of the Team Leader to achieve the following Assessment Purposes:
  • Assess the impact of Colombian migrant integration programs on Venezuelan migrants' decisions to stay or migrate further.
  • Identify the reasons Venezuelan migrants choose to remain in Colombia or risk crossing the Darien Gap towards the United States, such as economic prospects, social ties, and perceived safety.
  • Analyze the drivers of Colombian migrants' use of irregular routes to the , such as economic, security, familial, or political factors.
    • Responsibilities:
  • Support the Team Leader with the evaluation design, including constructing indicators and data collection methods for qualitative information.
  • Support the design of the instruments for the primary data collection.
  • Participate in the data collection from secondary sources.
  • Ensure the quality of qualitative data collection for the evaluation.
  • Perform the qualitative analysis for the final evaluation report.
  • Evaluate different sample frames and sampling methods for qualitative data collection.
  • Support the Team Leader in preparing reports and presentations for USAID.
    • Español Panagora Group es una pequeña empresa estadounidense que proporciona servicios técnicos y de asesoramiento relacionados con el monitoreo, la evaluación y el aprendizaje de la estrategia y actividades de USAID/Colombia. La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios y evaluaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.
    USAID/Colombia solicitó que MELSA desarrolle una investigación para entender los factores complejos que influyen en los patrones de migración de las comunidades venezolanas, específicamente sus intenciones de permanecer en Colombia o migrar a otros países. La investigación evaluará la efectividad de las actividades de apoyo a la integración de Colombia para los migrantes venezolanos. Además, de entender los factores detrás del actual flujo irregular de migrantes colombianos y venezolanos hacia los Estados Unidos.
    MELSA requiere contratar un Especialista Cualitativo para trabajar bajo la supervisión del Líder de Equipo para lograr los siguientes objetivos de la investigación:
  • Investigar el impacto de los programas de integración de migrantes colombianos en las decisiones de los migrantes venezolanos de quedarse o migrar más lejos.
  • Identificar las razones por las cuales los migrantes venezolanos eligen permanecer en Colombia o arriesgarse a cruzar el Tapón del Darién hacia los Estados Unidos, como las perspectivas económicas, los lazos sociales y la seguridad percibida.
  • Analizar las razones del uso de rutas irregulares por parte de los migrantes colombianos hacia EE. UU., como factores económicos, de seguridad, familiares o políticos
    • Responsabilidades:
  • Apoyar al Líder del Equipo con el diseño de la investigación, incluyendo la construcción de indicadores y métodos de recolección de datos para información cualitativa.
  • Diseñar instrumentos cualitativos para la recolección de datos.
  • Diseñar un libro de códigos para el proceso de codificación.
  • Asegurar la calidad de la recolección de datos cualitativos.
  • Realizar la aplicación de instrumentos cualitativos en el trabajo de campo.
  • Apoyar el proceso de codificación, desde la capacitación del equipo de codificación hasta la elaboración del plan de análisis para la generación de insumos (informes y visualizaciones cualitativas) para analizar la información.
  • Apoyar el análisis de datos cualitativos para el informe de investigación final.
  • Apoyar al Líder del Equipo en la preparación de informes y presentaciones para USAID/Colombia.
