    Panagora Group is a social enterprise that offers global monitoring and evaluation services and other international development services. Panagora is implementing the USAID/Colombia Monitoring, Evaluation, and Learning (MEL) activity and the USAID/Colombia Monitoring, Evaluation, and Learning Short-term Activity (MELSA).

    Panagora is looking for a Deputy Chief of Party (DCOP) for an upcoming five-year Monitoring, Evaluation, and Learning Follow-on Activity funded by the USAID. The DCOP role will have a key role in providing technical and advisory services to USAID in various components: Monitoring, Performance and Impact Evaluations, Research, Assessments, Geographic Information Services (GIS), and Collaborating, Learning, and Adapting (CLA).
    The position will be based in Bogota, Colombia and is expected to commence in mid-2024. Colombian nationals are encouraged to apply for this opportunity.

    Job Description
    The DCOP will collaborate closely with the Chief of Party (COP), overseeing and ensuring the quality of technical services such as performance monitoring, evaluations, research, and assessments. The integration of data analysis and geographic information systems will play a crucial role in guiding the Mission's learning and decision-making processes, aligning with USAID's Evaluation Policy and ADS Chapter 201.
    Reporting to the COP, the DCOP will be based in Bogota, Colombia with occasional travel.

    Duties and Responsibilities
    • Provide day-to-day oversight and management of technical and advisory services.
    • Coordinate expert consultants and subcontractors for evaluations, research, and technical services.
    • Monitor and ensure timely implementation of the work plan.
    • Assist in budget monitoring and planning.
    • Identify subcontractor needs and supervise technical personnel.
    • Lead strategic planning meetings and high-level projects.
    • Support capacity strengthening of project partners.
    • Perform additional duties as assigned.
