- Support the Team Leader with the baseline design, including the construction of indicators, data collection methods for quantitative and qualitative information, and an analysis plan related to the gender approach and racial and ethnic equity or other associated issues to the baseline.
- Review primary and secondary information sources related to the gender approach, racial and ethnic equity, or other issues associated with the baseline.
- Oversee quantitative and qualitative data collection quality related to the gender approach, racial and ethnic equity, or other associated issues with the baseline.
- Perform the application of qualitative instruments in fieldwork for qualitative data collection. Conduct field data collection.
- Collect data from administrative records data using the relevant instruments.
- Lead the integration of topics related to the gender approach, racial and ethnic equity, or other associated issues into the baseline in the design of the quantitative and qualitative data collection instruments.
- Participate in coding qualitative instruments and provide a thematic approach to creating the codebook.
- Contribute to analyzing qualitative, quantitative, and secondary information related to the gender approach and racial and ethnic equity and related issues.
- Support qualitative and quantitative data analysis for the reports and presentations mentioned in the deliverables. This covers the data triangulation process and its corresponding qualitative and quantitative analysis to answer each baseline question as requested by the Team Leader.
- Participate in the application of qualitative data collection instruments in the field.
- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report phases.
- Perform all other activities requested by the Team Leader, the MELSA Lead Evaluation Expert, or the MELSA COP.

- Realizar la recolección de información cualitativa en campo, lo cual incluye la aplicación de instrumentos como entrevistas semiestructuradas y grupos focales.
- Realizar la recolección de registros administrativos utilizando los instrumentos pertinentes.
- Liderar el contenido y el alcance de los instrumentos de recolección de información cuantitativa y cualitativa, así como la pertinencia de la recolección de información en los temas relacionados con de derechos humanos, enfoques/políticas étnicas y de género y otras cuestiones relacionadas.
- Participar activamente en el proceso de codificación de los instrumentos cualitativos, y hacer una revisión temática del proceso, en particular en la producción del libro de códigos.
- Contribuir al análisis de información cualitativa, cuantitativa y secundaria relacionada con derechos humanos, enfoques/políticas étnicas y de género y otras cuestiones relacionadas.
- Apoyar al director de la evaluación en la preparación de informes y presentaciones para USAID y el socio implementador.

MELSA seeks a Gender Approach and Racial and Ethnic Equity Expert as part of the Human Rights for Peace (HR4P) baseline team. The USAID HR4P Activity aims to enhance peace and stability in Colombia by improving the effectiveness of national and local systems and actors to prevent human rights violations, protect human rights defenders, and coordinate responses to violations. The Gender Approach and Racial and Ethnic Expert will support the analyses related to gender and ethnic minority groups victims of human rights violations.

(MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de
evaluaciones de desempeño e impacto, así como otros estudios y evaluaciones, respaldando su uso y
difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.
Como parte de la línea de base de la actividad de Derechos Humanos de USAID, MELSA busca un Experto en enfoque de género y equidad racial y étnica. La actividad de Derechos Humanos de USAID tiene como objetivo reforzar la paz y la estabilidad en Colombia mejorando la efectividad de los sistemas y actores nacionales y locales para prevenir las violaciones de derechos humanos, proteger a los defensores de derechos humanos y coordinar las respuestas a estas violaciones. El Experto en Enfoque de Género y en Cuestiones Raciales y Étnicas apoyará los análisis relacionados con el género y los grupos étnicos minoritarios víctimas de violaciones de derechos humanos.
