    Panagora Group is a small business providing technical and advisory services related to monitoring, evaluating, and learning USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
    MELSA is conducting the performance evaluation of Private Sector Engagement (PSE). This evaluation aims to gather evidence about the results and lessons of USAID/Colombia's Private Sector Engagement (PSE) and the sustainability of its interventions during the current Country Development Cooperation Strategy (CDCS) timeframe. In addition, this evaluation should outline the Mission's PSE approach and provide evidence of good practices, opportunities for improvement, and course correction actions that can inform USAID interventions with a PSE component and the next CDCS
    In 2018, the Agency launched the PSE Policy. USAID/Colombia has prioritized and recognized the importance of aligning with the policy's four principles: 1. Engage early and often; 2. Incentivize and value PSE throughout planning and programming; 3. Expand the use of USAID approaches and tools that unlock the potential of the private sector; and 4. Build and act on the evidence of what works and what does not in PSE. The proposed evaluation would cover USAID/Colombia's alignment with the PSE policy and provide new evidence on the conditions, drivers, results, and sustainability of this approach.
    As part of the evaluation team, MELSA seeks an Evaluation Planning Specialist. The following are some of the key responsibilities and requirements for the position.
    Responsibilities:
  • Lead the planning of each evaluation stage, including a detailed list of activities, inputs needed, and a detailed schedule.
  • Support the Lead Evaluation Expert when liaising with USAID's counterparts and MELSA.
  • Lead the methodological design of the evaluation, especially the design matrix.
  • Guide and coordinate the primary and secondary data collection. This includes sending Derechos de Petición and coordinating the qualitative and quantitative data collection with the selected firm and MELSA.
  • Coordinate the deliverables and reporting, including the data, reports, and presentations.
  • Coordinate the logistical and operational components of the evaluation.
  • Supervise the operational and administrative execution of the evaluation.
  • Support the technical and development processes of the evaluation products when required.
  • Coordinate the delivery of the inputs required to prepare the evaluation report.
  • Support the qualitative and quantitative data analysis for the reports and presentations mentioned in the deliverables. This covers the data triangulation process and its corresponding qualitative and quantitative analysis to answer each evaluation question as requested by the team leader.
  • Participate and apply the qualitative data collection instruments in the field.
  • Support the team leader in preparing reports and presentations for USAID and the implementation partner. This includes any required participation in the final presentation and report.

    MELSA está llevando a cabo la evaluación de desempeño de Private Sector Engagement (PSE). Esta evaluación tiene como objetivo recopilar evidencia sobre los resultados y las lecciones de la Participación del Sector Privado de USAID/Colombia y la sostenibilidad de sus intervenciones durante el actual marco temporal de la Estrategia de Cooperación para el Desarrollo del País (CDCS por sus siglas en inglés). Además, esta evaluación debe describir el enfoque de PSE de la Misión y proporcionar evidencia de buenas prácticas, oportunidades de mejora y acciones de mejora que puedan informar la programación de USAID/Colombia con un componente de participación del sector privado y el próximo CDCS
    Desde 2018 USAID lanzó la Política de PSE de la Agencia y ha priorizado y reconocido la importancia de alinearse con los cuatro principios de la política: 1. Involucrarse de forma temprana y frecuente; 2. Incentivar y valorar la PSE en toda la planeación y programación; 3. Expandir el uso de enfoques y herramientas de USAID que permitan aprovechar el potencial del sector privado; y 4. Construir y actuar sobre la evidencia de lo que funciona y lo que no funciona en PSE. La evaluación propuesta cubrirá la articulación de USAID/Colombia con la política de PSE y proporcionará nuevas evidencias sobre las condiciones, motores, resultados y sostenibilidad de este enfoque.
    Como parte del equipo evaluador, MELSA busca un Especialista en Planeación de Evaluaciones. A continuación, se presentan algunos requerimientos y responsabilidades clave para la posición.
    Responsabilidades:
  • Dirigir la planeación de cada etapa de la evaluación, incluyendo una lista detallada de actividades, insumos necesarios y un cronograma detallado.
  • Apoyar al líder de la evaluación con el contacto con las contrapartes de USAID y MELSA.
  • Supervisar el diseño metodológico de la evaluación, específicamente la matriz de diseño.
  • Guiar y coordinar la recolección de información primaria y secundaria. Esto incluye la coordinación de la recolección de información cualitativa y cuantitativa con MELSA.
  • Coordinar los resultados y la presentación de informes, incluidos los datos, los informes y las presentaciones.
  • Coordinar los componentes logísticos y operativos de la evaluación.
  • Supervisar la ejecución administrativa y operativa de la evaluación.
  • Supervisar los procesos de desarrollo y técnicos de los productos de la evaluación cuando sea requerido.
  • Coordinar la entrega de los insumos requeridos para preparar el reporte de la evaluación.
  • Apoyar el análisis cuantitativo y cualitativo para los reportes y presentaciones mencionados en los entregables. Esto incluye la solicitud a miembros específicos del equipo de realizar la triangulación de información y el análisis cuantitativo y cualitativo correspondientes
