    Panagora Group is a small business that provides technical and advisory services related to monitoring, evaluating, and learning USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
    USAID/Colombia requested MELSA to develop a research study to identify interventions for conflict mitigation, violence prevention, and citizen security (secondary and tertiary prevention) related to urban areas. The purpose of the study is to inform the design and planning of the new Development Cooperation Country Strategy for the period USAID/Colombia's growing work with youth addresses youth vulnerability and puts special emphasis on the Agency's global youth development policies. The Mission's youth strategy implements USAID's Youth in Development Policy and Positive Youth Development Framework by developing youth leadership skills, promoting economic opportunities for youth, increasing youth participation in community development, engaging families to foster protective environments for youth, and developing their social and technical skills.
    The overall objective of this research is to identify conflict mitigation, violence prevention, and citizen security interventions (secondary and tertiary prevention) and models. It is also to assess the root causes of violence to effectively respond to the needs of at-risk youth and communities affected by urban violence in a context that includes various categories of perpetrators, including gangs and other organized groups in Colombia, Latin America, and the Caribbean.
    The consultant fulfilling the role of citizen security expert will be responsible for supporting the team leader on crime and violence prevention programs in cities and, in particular, will be expected to provide substantial support in the analysis of local gang-related issues and complement with wide concepts included in the USAID's rule and law policy. The consultant requires a detailed understanding of successful citizen security models that empower people and communities and provide them with safety and security, counter crime and corruption, and build trust in public institutions. They also need to have a working understanding of effective violence prevention interventions (secondary and tertiary prevention), including those that work with gangs, community dynamics, gang culture, and effective intervention strategies. A track record of successfully designing or implementing successful citizen security models, with the ability to integrate community perspectives and a people-centered approach to justice into holistic security approaches, is key.
    Responsibilities:
  • Play a key role in supporting the research design process, especially the construction of relevant indicators.
  • Identify comprehensive primary and secondary sources of information on citizen security, crime prevention, and the rule of law relevant to the research.
  • Oversee the quality of quantitative and qualitative data collection, providing guidance and expertise to this process.
  • Lead the development of instruments for quantitative and qualitative data collection.
  • Actively participate in the coding process of qualitative instruments, contributing to the production of a codebook and thematic review.
  • Contribute to the analysis of qualitative, quantitative, and secondary information.
  • Support the Team Leader in writing reports and presentations for USAID/Colombia, emphasizing findings and recommendations.
  • Manage the submission of reports and deliverables, including data, reports, and presentations.
  • Contribute lessons from successful citizen security models that empower people and communities and provide them with safety and security, counter crime and corruption, and build trust in public institutions.
  • Use qualitative tools during fieldwork for specialized data collection, focusing especially on crime and violence prevention programs in cities.

La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios e investigaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.
    USAID/Colombia solicitó a MELSA desarrollar una investigación para identificar las intervenciones para la mitigación de conflictos, prevención de la violencia y seguridad ciudadana. El propósito del estudio es informar el diseño y planeación de la nueva Estrategia País de Cooperación para el Desarrollo, para el período El creciente trabajo de USAID/Colombia con los jóvenes aborda la vulnerabilidad juvenil y tiene un espacial énfasis en las políticas globales de desarrollo juvenil de la Agencia. La estrategia de juventud de la Misión implementa el enfoque de Desarrollo Juvenil Positivo de USAID mediante el desarrollo de habilidades de liderazgo juvenil, la promoción de oportunidades económicas para los jóvenes, el aumento de la participación juvenil en el desarrollo comunitario, la participación de las familias para fomentar entornos protectores para los jóvenes y el desarrollo de sus habilidades sociales y técnicas.
    El objetivo general de esta investigación es identificar intervenciones y modelos de mitigación de conflictos, prevención de la violencia y seguridad ciudadana (prevención secundaria y terciaria). También es evaluar las causas profundas de la violencia, para responder efectivamente a las necesidades de los jóvenes en riesgo y de las comunidades afectadas por la violencia urbana, en un contexto que incluye varias categorías de perpetradores, incluyendo pandillas y otros grupos organizados en Colombia, América Latina y el Caribe.
    El consultor que desempeñe el papel de experto en seguridad ciudadana será responsable de apoyar al Líder de Equipo en los análisis de los programas de prevención de la delincuencia y la violencia en las ciudades y, en particular, deberá prestar un apoyo sustancial en el análisis de los problemas locales relacionados con las bandas y complementar con amplios conceptos incluidos en la política de Estado de Derecho de USAID. El consultor requiere un conocimiento detallado de los modelos de seguridad ciudadana de éxito que empoderan a las personas y las comunidades y les proporcionan seguridad y protección, contrarrestan la delincuencia y la corrupción y fomentan la confianza en las instituciones públicas.     Responsabilidades:
  • Desempeñar un papel clave en el apoyo al proceso de diseño de la investigación, especialmente en la construcción de indicadores relevantes.
  • Identificar fuentes primarias y secundarias exhaustivas de información sobre seguridad ciudadana, prevención de la delincuencia y estado de derecho pertinentes para la investigación.
  • Supervisar la calidad de la recopilación de datos cuantitativos y cualitativos, proporcionando orientación y experiencia a este proceso.
  • Dirigir el desarrollo de instrumentos para la recopilación de datos cuantitativos y cualitativos.
  • Participar activamente en el proceso de codificación de los instrumentos cualitativos, contribuyendo a la elaboración de un libro de códigos y a la revisión temática.
  • Contribuir al análisis de la información cualitativa, cuantitativa y secundaria.
  • Apoyar al Líder del Equipo en la redacción de informes y presentaciones para USAID/Colombia, haciendo énfasis en los hallazgos y recomendaciones.
  • Gestionar el envío de informes y entregables, incluyendo datos, informes y presentaciones.
  • Aportar en la revisión de modelos exitosos de seguridad ciudadana que empoderen a las personas y comunidades y les brinden seguridad, contrarresten el crimen y la corrupción, y generen confianza en las instituciones públicas.
