    Panagora Group is a social enterprise that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity and the USAID/Colombia Monitoring, Evaluation and Learning Short-term Activity (MELSA).
    Panagora seeks a Contracts Manager for an upcoming five-year Monitoring, Evaluation, and Learning Follow-on Activity funded by the United States Agency for International Development (USAID). Panagora anticipates the new activity will provide technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaborating, Learning, and Adapting (CLA).
    This long-term position will be based in Bogota, Colombia and is expected to start in mid-2024. This position is open to Colombian nationals.
    Job Description
    The Contracts Manager will work closely with local subcontractors/partners and project technical teams to lead subcontract design, competition, and award management, including monitoring subcontractor technical and financial reporting. The Contracts Manager will be responsible for ensuring compliance with Colombian government and United States government (USG) rules and regulations and Panagora policies and procedures.
    The Contracts Manager will report to the Deputy Chief of Party (DCOP). The position will be based in Bogota, Colombia with some travel possible, and is contingent upon award of the new activity contract to Panagora.
    Duties and Responsibilities
  • Manage, oversee, and administer a robust portfolio of subcontracts including design, competition, and award management.
  • Apply understanding of federal contracting procedures through strategic design, guidance, and review of subcontracts
  • Ensure eligibility and audit required documentation and strict compliance with Colombian government, and USG rules and regulations and Panagora corporate policies and procedures.
  • Establish systems for efficient management of subcontractor activities.
  • Support and mentor subcontractors including strengthening their capacities as USAID partners.
  • Lead subcontract negotiations under the direction of activity leadership.
  • Execute subcontract modifications, in coordination with technical teams and leadership.
  • Oversee the timely execution of all subcontract activities in accordance with technical parameters and budget assigned.
  • Effectively maintain subcontract filing and documentation to ensure compliance with Colombian government, government rules and regulations, and Panagora policies and procedures.
  • Collaborate closely with technical and administrative teams to generate a clear understanding of procedures for timely contract award and implementation, and trouble shoot challenges in a timely fashion.
  • Participate in strategic planning meetings with project technical teams and leadership for the timely execution of activities.
  • Closely track subcontract budget execution with subcontract partners and technical teams.
  • Diligently review expenditures executed under subcontracts for eligibility, allocability, and reasonableness.
  • Prepare required subcontract-related inputs to quarterly and annual progress reports, the annual work plan, and other required deliverables.
  • Perform other duties or responsibilities assigned by supervisor, senior management, or the Panagora home office that are consistent with qualifications, terms of reference, and other general project requirements.

    Descripción
    El Gerente de Contratos trabajará en estrecha colaboración con los subcontratistas/socios locales y los equipos técnicos del proyecto. Liderará el diseño de los subcontratos, los procesos de competencia y la gestión de adjudicación de contratos lo que incluye el seguimiento de los informes técnicos y financieros de los subcontratistas. El Gerente de Contratos será responsable de garantizar el cumplimiento de las normas y regulaciones del gobierno de Colombia y de los Estados Unidos (USG), y de las políticas y procedimientos de Panagora. El Gerente de Contratos está bajo la supervisión del DCOP.
    Esta posición tendrá su base en Bogotá, Colombia con posibilidad de viajar de acuerdo con las necesidades del cargo. Su contratación está supeditada a la adjudicación del contrato de la nueva Actividad a Panagora.
    Responsabilidades
  • Gestionar, supervisar, y administrar una sólida cartera de subcontratos que incluyen diseño, competencia, y gestión de adjudicación.
  • Aplicar los procedimientos de contratación federales de los Estados Unidos. a través del diseño estratégico, orientación, y revisión de subcontratos.
  • Garantizar la elegibilidad y auditar la documentación requerida y el estricto cumplimiento de las normas y reglamentos del gobierno colombiano y del gobierno de los Estados Unidos, y de las políticas y procedimientos corporativos de Panagora.
  • Establecer sistemas para la gestión eficiente de las actividades de los subcontratistas.
  • Apoyar y orientar a los subcontratistas, incluido el fortalecimiento de sus capacidades como socios de USAID.
  • Liderar negociaciones de subcontratos que están bajo la dirección del liderazgo de actividad.
  • Ejecutar modificaciones de subcontratos, en coordinación con equipos técnicos y liderazgo.
  • Supervisar la ejecución oportuna de todas las actividades de subcontratación de acuerdo con los parámetros técnicos y el presupuesto asignado.
  • Mantener los archivos y la documentación de los subcontratos para garantizar el cumplimiento de las normas y reglamentos del gobierno colombiano, del gobierno de los Estados Unidos, y de las políticas y procedimientos de Panagora.
  • Colaborar estrechamente con los equipos técnicos y administrativos para garantizar su comprensión de los procedimientos para la adjudicación e implementación oportuna de contratos y solución de problemas de manera oportuna.
  • Participar en reuniones de planeación estratégica con los equipos técnicos y líderes del proyecto para la ejecución oportuna de las actividades.
  • Seguir de cerca la ejecución del presupuesto de los contratos de los socios subcontratistas y equipos técnicos.
  • Revisar diligentemente los gastos ejecutados bajo subcontratos para determinar su elegibilidad, asegurabilidad y razonabilidad.
  • Preparar los insumos necesarios relacionados con el subcontrato para los informes de progreso trimestrales y anuales, el plan de trabajo anual, y otros entregables requeridos.
  • Realizar otras tareas o responsabilidades asignadas por el supervisor, la alta gerencia, o la oficina central de Panagora que sean consistentes con las calificaciones, los términos de referencia, y otros requisitos generales del proyecto.
